Mix 3 tablespoons parsley, bay leaf, thyme, wine, and 1 tablespoon margarine in large pot.
Bring mixture to a boil, then reduce heat to medium and cook for 3 minutes. Turn heat back up to high and add mussels. Cook until shells open, about 2-3 minutes. Place mussels in a bowl.
Mix remaining butter and parley. Melt and pour over mussels.
